Neighborhood"
electric vehicles such as the GEM EV and the Think! Neighbor are Zero
Emissions Vehicles certified to US DOT safety standards that only allow
their use on roads with posted speed limits of 35 MPH or less. As such
they cannot be issued the California HOV lane access sticker. These
vehicles are not permitted to be used on ANY road or freeway with
posted speed limits above 35 mph REGARDLESS of the speed at which
traffic may actually be operating.
