Vapor Recovery Program

Background

The ARB evaluates and tests new or modified vapor recovery systems. These systems recover the gasoline vapors generated while fueling vehicles in a service station. The goal of the program is to assure that the vapor recovery systems which meet the stringent certification requirements are certified expeditiously.

What's New:


Executive Order VR-102-M
The OPW Phase I Enhanced Vapor Recovery System has been amended to include E85 fuel compatible components and has been renewed through May 31, 2017.

Executive Order VR-104-G
The CNI Manufacturing Phase I Enhanced Vapor Recovery System has been renewed through May 31, 2017.

Executive Order VR-103-G
The EBW Phase I Enhanced Vapor Recovery System has been renewed through May 31, 2017.

Executive Order VR-101-N
Amendment of Phil-Tite Phase I EVR System to include FFS Defender Series spill containers.

Approval Letter #13-02
Amending model numbers for Standing Loss Control certified Jensen Precast Armor Vault aboveground storage tanks.

Executive Orders VR-301-E and VR-302-E
Executive Orders VR-301 and VR-302, for Standing Loss Control for New and Existing ASTs were set to expire on May 1, 2013. While the renewal process is taking place, both Executive Orders have been extended until May 30, 2014.

Executive Order VR-402-B
The Executive Order for the Morrison Brothers Phase I EVR system has been amended to include additional components and approval for use on single-wall ASTs

Executive Orders VR-201-O and VR-202-O
Amendment to Healy Phase II EVR System with and without ISD.

April 23, 2013 Workshop
A workshop notice has been issued to present a draft regulatory proposal for amendments to the Enhanced Vapor Recovery (EVR) certification and test procedures for gasoline dispensing facilities and cargo tanks.

Frequently Asked Questions Pertaining to EVR Requirements for GDFs Equipped with Aboveground Storage Tanks
The Frequently Asked Questions (FAQs) portion of ARB’s Vapor Recovery Program webpage has been updated to include a new section dedicated to the implementation of Enhanced Vapor Recovery (EVR) requirements for gasoline dispensing facilities equipped with aboveground storage tanks.  This new section consists of four sub-categories including: standing loss control, Phase I, Phase II, and E-85.

Amendment of Balance Phase II EVR Systems to add new components and features including Franklin Fueling CAS with Emco Hanging Hardware, OPW Re-connectable Breakaway, Veeder-Root Maintenance Tracker, Veeder-Root Wireless Pressure Sensor, VST Green Machine, and INCON ISD. 2012 Vehicle Test Matrices
Several 2012 test matrices of conventional vehicles were prepared to be used in certifying Phase II vapor recovery systems by ARB.
